The Council on Financial Assistance Reform (COFAR) is comprised of an interagency group of Executive Branch officials to coordinate financial assistance. Council activities include providing recommendations to the Office of Management and Budget (OMB) on policies and actions necessary to effectively deliver, oversee, and report on grants and cooperative agreements. Under the direction of the COFAR, OMB together with NASA and the other Federal awarding agencies issued a joint interim final rule to implement the new guidance at 2 C.F.R. 200 titled Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). NASA further supplemented 2 C.F.R. 200 with its own regulations at 2 C.F.R. 1800. The rule was available for public inspection December 18th, published in the Federal register December 19th (at and effective for new awards or some funding increments on or after December 26, 2014.

Our Purpose

The Sponsored Research Business Activity (SRBA) is the component of the Contract Management Division of the NASA Headquarters Office of Procurement that establishes policy for the award and administration of grants and cooperative agreements at NASA. In addition to supporting internal NASA customers, SRBA also manages Office of Procurement relations with the external grant and cooperative agreement community.
