May 11, 2004 The Office of Management and Budget (OMB) is relocating Circular A-110 to title 2 in the Code of Federal Regulations (2 CFR), subtitle A, chapter II, subchapter B, part 215 as part of an initiative to provide the public with a central location for Federal government policies on grants and other financial assistance and nonprocurement agreements.
Certifications, Disclosures, and Assurances April 22, 2004 This final rule amends the NASA Grant and Cooperative Agreement Handbook (Handbook) to require that announcements of funding opportunities advise potential applicants for grants and cooperative agreements that they will be required to submit required certifications, disclosures, and assurances with their proposals; and clarify the methods for ensuring compliance with certifications, disclosures, and assurances.
NASA Grant and Cooperative Agreement Handbook - Research and Development Abstracts October 31, 2003 This proposed rule would amend the NASA Grant and Cooperative Agreement Handbook to include a requirement for the electronic submission of abstracts of the planning research to be conducted under grants and cooperative agreements containing research and development (R&D) effort valued at over $25,000.
Policy Directive on the Use of Grants.Gov FIND October 8, 2003 This policy directive requires Federal agencies to use the Grants.Gov FIND module to electronically post synopses of funding opportunities under Federal financial assistance programs that award discretionary grants and cooperative agreements.
Federal Acquisition Regulation; Central Contractor Registration October 1, 2003 This final rule amends the Federal Acquisition Regulation (FAR) to require registration of contractors in the Central Contractor Registration (CCR) database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement.
Format and Numbering of Award Documents September 18, 2003 This final rule amends the NASA Grant and Cooperative Agreement Handbook by revising the format and numbering scheme used to identify NASA's grants and cooperative agreements. This change is required to maintain the traditional alignment between NASA's grant and contract numbering schemes.
NASA Grant and Cooperative Agreement Handbook--Public Acknowledgments August 15, 2003 This proposed rule would amend the NASA Grant and Cooperative Agreement Handbook to include public acknowledgment of NASA's photographs and illustrations in reports or publications spawned by NASA's award of grants or cooperative agreements.
NASA Grant and Cooperative Agreement Handbook--Investigative Requirements August 15, 2003 This rule proposes to amend the existing "Investigative Requirements"' provision of the NASA Grant and Cooperative Agreement Handbook to require recipients of grants and cooperative agreements to ensure that individuals needing access to a NASA Center, facility, or computer system, or to NASA technical information, provide the personal background and biographical information requested by NASA.
Audits of States, Local Governments, and Non-Profit Organizations June 27, 2003 The Office of Management and Budget (OMB) issued final revisions to Circular A-133, "Audits of States, Local Governments, and Non-Profit Organizations." The purpose of these revisions is to (1) increase the threshold for audit from $300,000 to $500,000, (2) increase the threshold for cognizant agency for audit from $25 million to $50 million, and (3) make related technical changes to facilitate the determination of cognizant agency for audit and provide for Federal agency reassignment of oversight agency for audit.
Use of a Universal Identifier by Grant Applicants June 27, 2003 The Office of Management and Budget (OMB) issued a policy directive to implement the requirement for grant applicants to provide a Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number when applying for Federal grants or cooperative agreements on or after October 1, 2003.
Standard Data Elements For Electronically Posting Synopses of Federal Agencies' Financial Assistance Program Announcements at Grants.Gov FIND June 23, 2003 The Office of Federal Financial Management (OFFM) established a government-wide standard set of data elements for Federal agencies to use to electronically post at Grants.Gov FIND, synopses of announcements of funding opportunities under programs that award discretionary grants or cooperative agreements.
Office of Federal Financial Management Policy Directive on Financial Assistance Program Announcements June 23, 2003 The Office of the Federal Financial Management (OFFM) issued a policy directive on June 23, 2003 to establish a standard format for Federal agency announcements of funding opportunities under programs that award discretionary grants or cooperative agreements.
