Federal Awardee Performance and Integrity Information System (FAPIIS) Requirements


BACKGROUND On July 22, 2015, OMB issued a final guidance to Federal agencies to implement Section 872 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (hereafter referred to as "section 872"), as that statute applies to grants. The final guidance, found in sections of 2 CFR 200, implements section 872's requirements for recipients and Federal awarding agencies to report information that will appear in the OMB-designated integrity and performance system and for Federal awarding agencies to consider information the system contains about a non-Federal entity before awarding a grant to that non-Federal entity. The final guidance for grants, which also applies to cooperative agreements, addresses how the designated integrity and performance system and other information may be used in assessing recipient integrity. As section 872 required, OMB and the General Services Administration (GSA) have established an integrity and performance system that includes government-wide data with specified information related to the integrity and performance of entities awarded Federal grants and contracts. This system, currently designated as the Federal Awardee Performance and Integrity Information System (FAPIIS), integrates various sources of information on the eligibility of organizations for Government awards and is currently available at


AWARDS AFFECTED BY CHANGES: Applies to all grants and cooperative agreements, as defined in 2 CFR 1800.3, issued on or after Jan. 1, 2016.


ACTION REQUIRED BY GRANT OFFICERS: Grant officers will need to ensure compliance with the following sections of 2 CFR 200:


       200.113 Mandatory disclosures.

       200.205 Federal awarding agency review of risk posed by applicants.

       200.210 Information contained in a Federal award.

       200.211 Public access to Federal award information.

       200.212 Reporting a determination that a non-Federal entity is not qualified for a Federal award.

       200.213 Suspension and debarment.

       200.339 Termination.

       200.340 Notification of termination requirement.

TERM AND CONDITION CHANGES: No changes are required since the Appendix XII to Part 200 is incorporated by reference in 1800.901. Full text of this section will be available in the Contract Management Module (CMM).
