CHANGE IN AWARD VALUE
The change in a specific action to the total contractual amount that the business or grantee
and the Government have agreed upon including all deliverables and exercised options.

Basic Ordering Agreement (IDV)
- A Basic Ordering Agreement is a written instrument of
understanding, negotiated between an agency, contracting
activity, or contracting office and a contractor, that
contains (1) terms and clauses applying to future contracts
(orders) between the parties during its term, (2) a description,
as specific as practicable, of supplies or services to be
provided, and (3) methods for pricing, issuing, and delivering
future orders under the basic ordering agreement. A basic
ordering agreement is not a contract.
Blanket Purchase Agreement (BPA)
- A Blanket Purchase Agreement (BPA) is a simplified method of
filling anticipated repetitive needs for services and products.
BPAs are "charge accounts" that ordering offices
establish with contractors to provide themselves with an easy
ordering tool.
Definitive Contract
- A Definitive Contract is a mutually binding legal relationship
obligating the seller to furnish the supplies or services
(including construction) and the buyer to pay for them. It
includes all types of commitments that obligate the Government
to an expenditure of appropriated funds and that, except as
otherwise authorized, are in writing. In addition to bilateral
instruments, contracts include (but are not limited to) awards
and notices of awards; job orders or task letters issued under
basic ordering agreements; letter contracts; orders, such as
purchase orders, under which the contract becomes effective by
written acceptance or performance; and bilateral contract
modifications.
Federal Supply Schedule (IDV)
- A Federal Supply Schedule is a GSA schedule contracting office
issued publication containing the information necessary for
placing delivery orders with schedule contractors. Ordering
offices issue delivery orders directly to the schedule
contractors for the required supplies and services.
Government-Wide Acquisition Contract (IDV)
- A Government Wide Acquisition Contract is a task-order or
delivery-order contract for information technology established
by one agency for Governmentwide use that is operated (1) by
an executive agent designated by the Office of Management and
Budget pursuant to section 5112(e) of the Clinger-Cohen Act,
40 U.S.C. 1412(e); or (2) under a delegation of procurement
authority issued by the General Services Administration (GSA)
prior to August 7, 1996, under authority granted GSA by the
Brooks Act, 40 U.S.C. 759 (repealed by Pub. L. 104-106).
Indefinite Delivery Contract (IDV)
- An Indefinite Delivery Contract (IDC) is a vehicle that has
been awarded to one or more vendors to facilitate the delivery
of supply and service orders.
ASSISTANCE AWARDS - An award of funds or other assistance to accomplish a purpose
that has a public benefit. A grant is typically used to conduct
studies or research in an area of interest to NASA, but generally
does not directly benefit a current NASA project.
COOPERATIVE AGREEMENTS - An agreement whereby both NASA and the awardee contribute funds
or effort to accomplish a purpose that has a public benefit.
It is typically used to accomplish a mutually desired goal for a
current NASA project where both parties have done some preliminary
work which, if continued separately, would result in unnecessary
duplication of costs.
SPACE ACT AGREEMENTS - A special type of transaction normally restricted to situations
when the use of a contract, grant or cooperative agreement is not
appropriate, to the extent permitted under the National Aeronautics
and Space Act of 1958, as amended. Under these agreements, NASA
typically provides only services or use of facilities to assist
another party in accomplishing a mutually desired goal for a current
NASA project.
PURCHASE ORDERS - This type of awards is used for the acquisition of supplies or
services which usually constitute a low dollar threshold and
simplified acquisition procedures are authorized.
BPA Call (IDV) - A BPA call is a call against an existing blanket purchase
agreement to request a service or product provided under the
established agreement.
Delivery Order - A Delivery Order is an order for supplies placed against an established contract.
Intragovernmental - By using an intra-governmental purchase order, your agency is
encumbering funds to procure goods or services from another
agency. The purchase order remains open until it is automatically
closed by a referencing intra-governmental payment voucher or
until it is manually closed by decreasing the line to zero.

SPECIFIC NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The North American Industry Classification System (NAICS, pronounced Nakes) was developed under the
direction and guidance of the Office of Management and Budget (OMB) as the standard for use by
Federal statistical agencies in classifying business establishments for the collection, tabulation,
presentation, and analysis of statistical data describing the U.S. economy. Use of the standard
provides uniformity and comparability in the presentation of these statistical data. NAICS is based
on a production-oriented concept, meaning that it groups establishments into industries according
to similarity in the processes used to produce goods or services. NAICS replaced the Standard
Industrial Classification (SIC) system in 1997.

CONTRACTOR
Any vendor with an active award during the fiscal year with NASA. Awards include all
contracts, assistance awards, cooperative agreements or space act agreements and any purchase
orders with a value greater than $25k.
CONTRACT NUMBER
The unique identification of a contract, assistance award, cooperative agreement or space act
agreement and any purchase order with a value greater than $25k. The Modification Number will
also appear in the detailed results of an Adhoc query or a MAP query.
NASA CENTER
On a query screen, the NASA center which administers the award instrument.
You may select all NASA centers or a specific center to identify only those awards placed by that
center. Only one selection is allowed.
In query results, the name of the NASA center responsible for the administration of the
award instrument.
PLACE OF PERFORMANCE
The contractor Place Of Performance. The city and state where the contractor will perform
the requirements of the contract.
AWARD DATE
Date of commitment to the contractor, i.e. date the contract is signed by the government.
COMPLETION DATE
The end date of the contract period of performance when all the work on the contract and
all modifications thereto is scheduled for completion. Any unexercised options remaining

TAS CODE
The TAS is the grouping of three funding-related codes that are used in federal budgeting and
financial processes. Specifically, the TAS consists of the two character Agency Identifier,
four character Main Account code, and the three character Subaccount Code. Note that the Subaccount
code is optional; TAS often exist with just the Agency Identifier and Main Account code. The fiscal
year of the funds is not included in the TAS.
